Am I correct in seeing the following implications?:

1. If the "Treasure Fleet" event is played near the end of the Action
Phase, some or all of the treasure delivered by it will be unusable,
because players don't have many cards left (but the other players may
be pleased to at least kept those treasures unavailable to Spain).

2. If you've got a sea captain carrying lot on the non-Europe map near
the end of the Action Phase, don't let him come home during the Action
Phase, make him wait until step 20.2 of Winter.


Yep, you're right about both. Note, however, that Spain gets to select which treasures are sent to his hand with Treasure Fleet, so if it's played at the end of the turn, expect him to pick crappy treasures.
